Supplement to Index assignment for two-channel quantization

In the paper Index assignment for two-channel quantization, my coauthor József Balogh and I assert that for various values of N, it is possible to arrange N^2 consequtive integers in an N-by-N matrix in such a way that the maximal variance in a row or column is no more than a certain V(N), which is listed for each N.
